At 10:40 a.m., the council will consider an emergency ordinance amending the Water Carriers Ordinance prohibiting the transport of water to commercial farms, including cannabis cultivation sites.
In his report to his fellow supervisors, the chairman of the board, Bruno Sabatier, explained that on August 24, the board approved an emergency order banning the transport of water to non-cannabis sites. authorized.
“After reviewing the changes made on the day of its approval, it became clear that the changes to the originally submitted ordinance prohibited the application as it is not clear what a legal culture and what a culture is. illegal for cannabis. culture for water carriers, ”Sabatier wrote.
“After further conversations about traditional farming, it was decided that since traditional farming does not rely on tankers for growing crops, I would bring back an amendment to the ordinance to include all farming operations. including the cultivation of cannabis, thereby helping to make this order enforceable. ,” he said.
Sabatier said there are exceptions to this ordinance such as animal grazing, small animal and poultry farming, domestic breeding, dairy production and animal husbandry.
He said it is intended only for commercial farming activity and says the ordinance will not apply to transportation for construction purposes or residential use.
“I also ask to reimplement a clarification for a part of the Cannabis Ordinance that allows the delivery of water in an emergency. I reiterate that a declared, constant and known drought before this year’s harvest is not an emergency that would allow water supplies. Cannabis permits are provided on the basis of land use reviews, the supply of water from unknown outside sources has not been reviewed and may be detrimental to other areas outside the scope of the project if it was allowed to continue, ”Sabatier wrote.
