The County Health and Human Services Agency today confirmed 1,546 new cases of COVID-19, surpassing the previous record of 1,478 cases set last Friday. The continued surge in cases and hospitalizations pushes the county further into the state’s most restrictive purple level.
New data released by the state on Tuesday shows the county’s adjusted case rate has risen to 13.1 cases per 100,000 people. This is an increase of 2.4 points from last week.
“The continued rise in cases leading up to this week’s vacation is alarming and it is vital that all San Diegans commit to adhering to public health guidelines,” said Wilma J. Wooten, MD, MPH, health official county public. “The sooner we reduce our case rates, the sooner we will be able to lift the restrictions and reopen our operations.”
Status measurements:
- As part of the state’s system for determining the risk of COVID-19, San Diego County is level purple, or level 1. The state uses the most restrictive measure of case rate or positivity testing. to assign levels for authorized activities. Internal operations at restaurants, gymnasiums, places of worship and cinemas are currently not allowed.
- The adjusted case rate calculated by the county state is currently 13.1 cases per 100,000 population and the region is at the purple level or level 1 for this metric.
- The percentage of test positivity is 3.1%, which places it at Level 3 or Orange level for this metric.
- The county health equity measure, which examines the positivity of testing for areas with the lowest health conditions, is 9.3% and is in the purple level or level 1. This measure does not not move counties to more restrictive levels, but is needed to move forward.
- The California Department of Public Health announced that level assignments, typically given every Tuesday, can now take place on any day of the week and can take place more than once a week.
Community-based epidemics:
- Fifteen new community outbreaks were confirmed on November 23: three in retail establishments, three in commercial establishments, three in restaurants / bars, two in restaurants, one in a government setting, one in a grocery store, one in a confession. one based agency and one in a TK-12 school.
- In the past seven days (November 17 to November 23), 73 community outbreaks have been confirmed.
- The number of community epidemics remains above the trigger by seven or more in seven days.

Test:
- 17,329 tests were reported to the county on Nov. 23, and the percentage of new laboratory-confirmed cases was 9%.
- The 14-day moving average percentage of positive cases is 5.3%. The target is less than 8.0%.
- The daily 7-day test average is 20,397.
- People with and without symptoms who are at higher risk for COVID-19 should be tested. Healthcare professionals and essential workers should also get tested, as well as people who have had close contact with a positive case or who live in heavily affected communities.
Case:
- 1,546 new cases were confirmed among residents of San Diego County on November 23, the highest one-day total since the start of the pandemic. The region’s total is now 74,361.
- 4,435 or 6% of all cases required hospitalization.
- 1,002 or 1.3% of all cases and 22.6% of hospitalized cases required admission to an intensive care unit.

Death:
- Sixteen new deaths were reported in the county on November 23. The region’s total is now 984.
- Five women and 11 men died between November 7 and November 23. Their ages ranged from the early 60s to the late 90s.
- Fourteen had underlying medical conditions, two had no underlying conditions.
