The Los Angeles County Board of Supervisors on Tuesday ordered plans to be drawn up requiring proof of vaccination to enter many public spaces. The motion was simply to develop a plan for such a measure, not to implement one.
Supervisor Janice Hahn asked for proof of the vaccination assessment “to correct the course of what we consider to be the Delta variant gone wild.” She noted that about 4 million of the county’s 10 million people remain unvaccinated.

Hahn’s proposal called on health officials and other county leaders to analyze vaccine needs for public spaces in other regions, particularly New York City, which she said “shows promising results and may constitute a dossier for the implementation of similar mandates in other cities “. She called on public health officials and other county officials to report to the board “on possible options for requiring vaccines in certain indoor public spaces” and how these would be implemented. work.
Among the questions Hahn wants to answer are whether such a measure should include all non-essential public spaces, how residents would check their vaccination, and, if everyone inside is vaccinated, would the masking requirements be? then relaxed? Referring to the 2020 shutdown, she said of her motivations for the proposal: “We don’t want to get to a place where we’re shutting down businesses (again).”
The motion to authorize such a report was carried by a 5-0 council vote.

The text of the agenda item adopted by the Supervisory Board on Tuesday reads as follows:
Recommendation as submitted by Supervisor Hahn: Request the Director of Public Health, in conjunction with the Director of Consumer Affairs and County Counsel for the County, to report to the board within 14 days on possible options to demand vaccines in some indoor public spaces in the county, with the report to review other jurisdictions that have adopted similar mandates (i.e. public spaces or certain non-essential businesses and events (i.e., grocery stores) should be exempt); and ask the director of public health to report to the board in 14 days with the process for people to prove their immunization status and for companies to verify immunization status using the existing digital forms of records and / or paper records.
The chairman of the board, Hilda Solis, issued a decree last week ordering the vaccination of the city’s 110,000 employees. The council ratified the order with a 5-0 vote on Tuesday.
LA’s mandate is broader than those of other government entities, including the state of California, which require government employees to be vaccinated or agree to undergo regular testing. The decree does not include a test option. You can read the order here.
In her initial statement, Solis said she hoped other employers in the county would follow the county’s lead.
Solis’ order came on the same day that Los Angeles City Council Chairman Nury Martinez presented a proposal that proof of at least partial vaccination against Covid-19 would be required to enter the indoor public spaces in the city of Los Angeles – including restaurants, bars, gyms, concert halls, movie theaters and even “retail establishments”.
Martinez presented the motion with Councilor Mitch O’Farrell. It’s similar to a policy announced this week in New York City, but would be more restrictive with the inclusion of retail establishments – potentially limiting access to some basic necessities.
According to O’Farrell’s office, the exact businesses that would fall under the restrictions would be determined when the order is drafted by city prosecutors. No decision has yet been made on whether these retail restrictions will extend to grocery stores.
A New York City policy restricts access only to places that are more entertainment-oriented, such as indoor restaurants, health clubs, and theaters.
President Biden has asked federal employees to certify that they have been vaccinated or to undergo regular masking and testing. It is also considering requiring private companies that contract with the federal government to do the same. Biden praised The Walt Disney Company, Netflix, Google, Fox Corp. and other private companies on Tuesday for instituting new vaccine requirements for their employees.
