Newly obtained body camera footage by police shows a Louisiana state soldier hitting a black motorist 18 times with his flashlight following a 2019 traffic stop that has since been the subject of a scrutiny by the federal government.

Aaron Larry Bowman, 46, was left with several broken bones and a gash to his head as a result of beatings in May 2019 by MPs, which forced him to get out of his car and throw himself to the ground after arresting him near his home in Monroe, The Associated Press reported on Wednesday.

The footage reportedly shows Jacob Brown, a 31-year-old white soldier, initiating the attack. Brown resigned from the department last March.

He is under federal investigation, has been charged by the state with being beaten, and has been found by state police to have “taken part in excessive and unjustifiable actions”.

Brown can be seen in a video chasing Bowman with an 8-inch aluminum flashlight reinforced with a sharp end to shatter the car’s glass.

“Give me your f—— hands!” Cried the horseman. “I’m not joking with you.”

Bowman tried to explain that he was a dialysis patient, that he hadn’t done anything wrong and that he didn’t resist by saying, “I’m not fighting you, you are fighting me.

Brown replied, “Shut up, fuck!” and “You’re not listening.”

From the ground, Bowman can later be heard moaning. “I’m bleeding!”

“They hit me on the head with a flashlight!”

In a statement to the AP, state police said Brown did not report the use of force to his supervisors and “intentionally mislabel” his body camera video.

After the meeting, Brown claimed Bowman hit an assistant. The soldier said he used force to “respect the pain” in order to handcuff the motorist.

Bowman has denied hitting anyone and is not seen in the video as being violent with officers.

He faces charges for the incident including battery from a police officer, resistance to a police officer and the traffic violation for which he was initially arrested, improper use of lanes.
