Several cumulative updates for Windows 10 released by Microsoft as part of the fix cycle on Tuesday, February 2019, are behind two new issues recently recognized by Microsoft.
First, there is a new bug that, according to Microsoft, could disrupt specific features of Internet Explorer.

Internet Explorer is no longer the default browser for Windows 10, replaced by Microsoft Edge. Microsoft recently recommended against the use of Internet Explorer as a daily driver, pointing out that it is still available to Windows 10 users for compatibility reasons.
New Microsoft Access problem
And second, there is a bug that breaks applications that use a Microsoft Jet database with the Microsoft Access 95 file format. Microsoft says the problem causes random shutdown of these applications. Surprisingly, the February fix of Tuesday corrects a similar problem in Microsoft Access 97 databases.
Microsoft says that the simplest solution is to convert the database to the .accdb file format. A patch is already in preparation and should be available by the end of February for all Windows 10 devices.
