WINDHOEK – The Attorney General has decided to prosecute a former prosecutor based in Windhoek, along with 20 other people, for the scam relating to witness fees that resulted in the loss of hundreds of thousands of dollars by the Office of the Judiciary .
Ivan Victory Tjizu was arrested in 2016 following an investigation by the Anti-Corruption Commission (ACC) regarding charges of a total amount of 410,000 Namibian dollars allegedly fraudulently paid at the time he was assigned to the prosecutor's office of Windhoek.
Desmond Ngutjinazo, Eino Kombanda, Sackaria Mweendeleli, Paulus Fillemon, today Amoomo, Oiva Kanime, Andrew Masipa, Kamaatu Kuuoko, Sam Shafaiixuna Haiduwa, Dave Amalwa, Dave Amalwa, Benjamen Amoomo, Gabriel Iikelako Kuutondokwa, Leonard Ndjoze, Pendukeni Shikongo Michael Namene, Isai Nathanael, Martin Nepando and Roy Rose.
According to the prosecutor, Pieter Smit, the 20 new defendants will be summoned to a trial next year in the Windhoek Regional Court, alongside Tjizu.
The group will be tried for 137 counts of bribery under the VAC law. The charges range from fraud to the management of a company run through a series of racketeering activities, to the corruption of a false document containing false statements to an agent, and the running a business through a series of racketeering and money-laundering activities.
According to the prosecution, while Tjizu was working for the Attorney General 's office in Windhoek, he conspired with his co – defendant in defraying N $ 410,000 from the Judicial Office by paying paid witness fees.
It is alleged that the group fraudulently collaborated with a group of people to claim witness compensation for persons who allegedly traveled outside Windhoek and were willing to appear as witnesses.
As a prosecutor at the time, Tjizu allegedly misrepresented the witnesses before the presiding magistrate and, as a result, witness fees were falsely claimed and paid. Once the witnesses' fees have been paid to those who are willing to be represented, the funds would then be shared.
