In almost all municipalities, asylum seekers holding a residence permit always have priority over social housing. Due to a change in the law, however, this is no longer automatic, municipalities are allowed to decide whether or not they give priority to the holders of the status. They visited 186 of 380 municipalities. For example, Castricum has decided to give priority to asylum seekers in the near future and the measures taken at Medemblik, Stichtse Vecht and Westland are included in the local coalition agreement. In 26 municipalities, it is possible to modify the rules under discussion.
Alkmaar and Uitgeest have tacitly adjusted the priority system, but have also made agreements with housing companies regarding the housing of status holders. In practice, nothing would have changed.
The former Housing Minister, Stef Blok, wanted to prevent the crowding out of the rental market with the measure. Municipalities remain responsible for the accommodation of people who can stay in the Netherlands. As long as licensees do not have an ordinary home, they stay in asylum seeker centers, but they are actually intended for asylum seekers still in proceedings. Municipalities and corporations can also, for example, install prefabricated homes or convert offices into housing for status holders.
