The municipality of Zoetermeer must include an antenna of the Yunus Emre Islamic primary school in the municipal plan of schools. This means that the primary school to be financed is eligible and that the creation of an Islamic primary school is one step further.
The Minister of Education, Arie Slob (CU), had already decided that the school should be included in the school plan, after the Zoetermeer City Council had refused early July.

The Administrative Law Division of the State Council, like the Minister, states that the two municipalities are comparable in terms of interest in Islamic education. According to Minister Slob, Zoetermeer enjoys a better business climate than Maastricht. For example, the number of inhabitants in both municipalities of Turkish or Moroccan origin is virtually identical, but Zoetermeer has more inhabitants from another Islamic country.
