Criticism
The coalition agreement states that the health of the Dutch must be promoted through a national prevention agreement. The agreement reached between the government, the business community, the health sector and civil society organizations is therefore aimed at combating smoking, overweight and excessive consumption of alcohol. Of course, nothing finally prevents us from leading a healthy life. And would like to help the government, admitted that it was also good for the public treasury. All faces happy? Everyone is not satisfied, there are also critics. That would be too condescending. Intimidate more civilians and take money out of the pockets of people "in poor health" as long as possible. Others think that it does not go far enough and does not concern our neighbors overseas, the United Kingdom, where much more difficult agreements have recently been reached.
Non-commitment
The RIVM (National Institute of Public Health and the Environment) finds it too little involved and unambitious. The RIVM calculations show that only ambitions to reduce the number of adult smokers (less than 5% by 2040) seem feasible. The ambition is not realized for young people and pregnant women. Nor is it expected that the expected increase in the overweight in 2040 will be reduced to less than 40%, for which additional measures are needed. However, this will lead to a limited deceleration of the increase in overweight. Finally, the agreement should allow a slight reduction in problematic alcohol consumption, but this is not close to the ambition to achieve a reduction of 9 to 5%.

Measures
Overweight
Overweight is, according to the Agreement, one of the most important public health problems. In 2017, almost half of Dutch adults were overweight or obese. But it is difficult to do anything about it because many factors play a role. Also on the socio-economic level: in some neighborhoods, one in three children is too fat and in others one in 20.
Smoking
The overall goal is that in 2040, there will be a smoke-free generation. This means that no child will ever smoke or smoke again. Only 5% of adults smoke in 2040.
- From 2022, cigarette distributors are prohibited.
- Starting in 2020, smoke-free school grounds, children's zoos, sports clubs, hospitals, care facilities, swimming pools and childcare facilities are expanded. catering establishments will be closed no later than 2022

Problematic use of alcohol
It was decided that any consumption of Alcohol among young people under 18 and by pregnant women was considered problematic.
