The Peruvian University of Research and Commerce (UPEIN) must be closed within a maximum of two years, failing to demonstrate compliance with the basic quality conditions (CBC) required by the Universities Act.
Because of this situation, the National Superintendency of University Higher Education (Sunedu), decided to refuse the institutional license to UPEIN, located in the district of Jesus Maria.
With the resolution of the Board of Directors (Nº 157-2018-SUNEDU/ CD), published today in the official newspaper El Peruano, the university is immediately prevented from calling new admission processes and must begin a gradual process of cessation of its activities.
Current regulations establish that the UPEIN must offer their students alternatives so that they can continue their studies in other universities.
In accordance with the resolution, under no circumstances UPEIN may interrupt the educational service inappropriately during the semester or the current school year. In addition, diplomas issued during the phasing out process will continue to be valid and will be recognized and registered by the Sunedu.
In order to guarantee the rights of students, Sunedu supervise the university throughout the cessation process. He will also guide the students so that they can decide on the continuation of their studies.
This Thursday, Sunedu will provide information on the termination of UPEIN's activities in Lince's Novoa Park (at Block 18 of Salaverry Avenue, near the Fire Park). Students who have questions about the closing process can enter at any time.
-The reasons for the closure of UPEIN–
Among the weaknesses noted in the evaluation process, the UPEIN He disapproved of all indicators related to the development of research activities. This means that the university could not prove that it had regulations, teachers, an institutional repository or university research projects.
Nor has he demonstrated any concrete action to ensure the future employment and employability of his students (neither job board, nor graduate follow-up, nor professional practice agreements).
In terms of institutional management, the UPEIN there is a lack of internal regulations on research, study plans, degree regulations, admission processes, quality of teaching, intellectual property, and other essential documents.
The Sunedu He had already informed the university of his observations and needed an accommodation plan. Although having more than a year to implement the required improvements, the UPEIN he has not shown any improvement in his indicators.
As part of the evaluation, a team from the Licensing Directorate carried out a due diligence action (visit of the university premises).
On 9 November, he requested new documents from the authorities of the UPEIN. The information obtained during this procedure confirmed that the university had not been able to comment.
The Sunedu, taking into account the principles of the students' best interests, continuity of studies and academic quality, established in the resolution of the denial that UPEIN must guarantee the continuity of the supply of the educational service.
This provision explicitly states that the university must maintain quality indicators that it may approve during the licensing process. Likewise, it must continue to issue diplomas to graduates and graduates for an additional two years from the date of termination of service.
The fulfillment of these obligations will be supervised by the Sunedu, in coordination with other public entities such as the Ministry of Education, Indecopi and the Office of the Ombudsman.
