MANILA, Philippines (UPDATE) – President Rodrigo Duterte has appointed Aileen Lizada, an officer of the Land Transport Regulatory and Liberalization Council (LTFRB), commissioner of the Public Service Commission (CSC).

Lizada, a controversial and outspoken member of the LTFRB Board of Directors, will now be part of the CSC commissioners led by CSC President Alicia dela Rosa Bala.

According to her appointment, signed by Duterte on November 9, Lizada replaces CSC Commissioner Robert Martinez. (READ: complaint of LTFRB staff to the Ombudsman against Lizada)

Meanwhile, Duterte promoted the brother of his son-in-law, Waldo Carpio, Undersecretary of Agriculture. His deed of appointment was signed on Tuesday 27 November.

Carpio, brother of Manases Carpio, husband of the mayor of Davao City, Sara Duterte Carpio, was appointed deputy secretary of the Ministry of Agriculture last September. This means that his promotion comes more than a year after being appointed assistant secretary.

He is also the nephew of the former Mediator Conchita Carpio Morales, who had irritated Duterte for his virulent criticism of his campaign against illegal drugs and other policies.

The president was the main sponsor of the Waldo Carpio and Regine Carpio wedding in September 2016.

Given Carpio's close ties with Duterte's family, is this appointment unconstitutional? This is not the case because Carpio goes beyond the 4th degree ban on appointments for the president's relatives.

Duterte has also appointed new leaders of the Nayong Pilipino Foundation (NPF) after firing its officials over a contract with a casino company that, according to Malacañang, was disadvantageous for the government.

He named Ruth Marie Equipaje and Cesar Aljama as members of the NPF Board of Directors.

Here are other new Duterte appointees whose nomination documents were released Thursday:

  • Reynaldo Villarojo Ola-a, Director of the National Security Council IV
  • Alexander Lumpias Bangsoy, Board Member of Intercontinental Broadcasting Corp (IBC 13)
  • Corinna Frances Cabanilla, Director of the Commission on Higher Education III
  • Roy Morales Villa, board member of Philippine National Railways
