Since Galileo saw mountains on the moon in the seventeenth century, humans are eager to go there.
When the Apollo missions concretized this reality in 1969, the American space program began to envision a complex future on the Moon. In 1984, a NASA Symposium on the subject was convened after its organizers "realized that the technology of space transportation of the year 2000 would be able to routinely carry payloads on the moon" and that they should start planning.
Unfortunately, no country on Earth possessed any space transportation technology capable of performing routine lunar surveys by the year 2000. Moreover, we had no idea of the true nature of the lunar surface.
