Zubiri confirms budgetary insertions
SENATE majority leader Juan Miguel Zubiri confirmed Thursday that all members of Congress had institutional insertions in the national budget, while saying that "these things" are not wrong.
Zubiri made this admission to the Kapihan Senado, a weekly press forum, where he noted that budget "insertions" are made every year when senators and members of Congress discuss the final form of the proposed national spending.
