The letter is dated July 6, when Secretary of State Mike Pompeo visited Pyongyang, who apparently made little progress in justifying the details of North Korea's commitment to "complete denuclearization".
Kim Jong-un made this commitment when he met Trump in Singapore last month.
The North Korean leader also agreed to repatriate the remains of American troops who died during the Korean War six decades ago.
US authorities declined to comment on reports that North Korea has not appeared today for talks in the demilitarized zone between the two Koreas to discuss the remains.
