KANSAS CITY – A procedural hearing is scheduled for Friday in the case of a Kansas City man seeking exoneration for a triple murder committed over 40 years ago.

Judge James Welsh has scheduled the hearing for Wednesday at his first case management conference after being assigned the Kevin Strickland case. Jackson County District Attorney Jean Peters-Baker announced in May this new evidence indicated that Strickland did not commit the murders.

The purpose of Friday’s hearing is to determine what evidence can be admitted at a future hearing that will determine whether Strickland should be released. Welsh will also speak out on the role the Attorney General should play in this case.

Debates in the case were due to begin this week. But last week, the Missouri Supreme Court banned all judges in the 16th Judicial District, based in Jackson County, from presiding over the hearing.

Missouri Attorney General Eric Schmitt had argued that district judges were biased in favor of Strickland. He quoted a letter from the presiding judge of the circuit saying he agreed that Strickland had been wrongly convicted.

Welsh, a retired judge, was then assigned to the case.
