ELKINS – The top three officials at the Randolph County Emergency Management Office and 911 center have been suspended with pay pending the outcome of an investigation, a county commissioner said on Monday.

Cindy Hart, Randolph County and Randolph County 911 emergency management office manager, OEM deputy manager Jim Ancell and 911 deputy manager Hilary White are the three suspended officials, county commission chairman said by Randolph Mark Scott at The Inter-Mountain.

“Today the Randolph County Commission took action regarding three employees of the Randolph County 911 Center and Emergency Management Office,” Scott said. “We suspended (the three officials) with pay pending an investigation by an external human resources (human resources) firm to be hired by the commission.”

Scott said he could not provide any details as to why the officials were suspended, saying the situation is a personnel matter and cannot be discussed publicly, but added that he wanted to announce the suspensions. “in an effort to be as transparent as possible.”

“We want the public to know that there will be no disruption of services”, he said. “The interim directors will be appointed shortly. We hope that the investigation will only take a month and then we can resolve this issue.

“We have an emergency call meeting on Wednesday” Scott said. “In the opinion of our board – and we are bringing in external HR advisors – this was a necessary step. “

The special call for the Randolph County Commission meeting will be held at 1:30 p.m. Wednesday at the James F. Cain Courthouse Annex in Elkins. The only item on the agenda is “Staff question regarding the Randolph County OEM / 911 Center. “

Hart was hired as the manager of Randolph County 911 in February 2014. Previously, she was the manager of the Barbour County Emergency Management Office.

In November 2019, Hart received a state “Emergency Manager of the Year” award for achievement in Randolph County.

Ancell has been the Deputy Director of the Randolph County OEM since May 2015. Prior to that he worked for the Barbour County OEM for over two years, and prior to that as the Director of Adult Education for the state education ministry for 30 years.

Hart introduced White to county commissioners at the county commission meeting on July 1, saying the post of deputy manager of 911 was included in the budget for that fiscal year.
