The remakes and remakes of Residents Evil 1 and 2 have been integrated into modern hardware in 2015 and 2019. If you want an upgrade for resident Evil 3 (originally released for GameCube in 2003, PlayStation in 1999), these fans will delight you: RE3SHDP which is a shortcut for resident Evil 3: Seamless HD project.
First, it is an unofficial fan project and totally free. You will need a PC and Dolphin GameCube emulator. The Seamless HD project is a remodeled remasterer, restored and in some cases manually modified that brings older details to old environments, visual effects and game elements. Here is a gallery of selected images, all from the homepage of the project, but the best comparison is the before / after image slider they placed at the top of the page.
What's even more impressive is what the project does for the animated video of the game, which you can see in the 10-minute video above (and in another gallery of image sliders further down the linked page).
You will need an .ISO of the game itself and methods to get it easily with Google. But because Dolphin is involved, it means that the mod is for the GameCube version, do not the PC version.
The creators admit some imperfections, such as mask textures that do not align perfectly (not visible on CRT screens of the day) and "melting" artifacts. All in all, for fans who are bored to do a bit of work, it's a great way to replay a 20-year-old staple.
As to whether an official Resident Evil 3 remaster comes from Capcom, the only word that said it came back in February when producer Yoshiaki Hirabayashi made the comment "if the fans really want it". Not at all a confirmation, but at least this is not excluded for technical reasons.
