The law passed by Parliament for the Unirii Highway, as it was called A8 Tg. Mures – Iasi – Ungheni, was promulgated by President Klaus Iohannis during a ceremony Thursday night in Cotroceni. The law states that the construction of a highway of about 320 km up to the border with the Republic of Moldova, with a bridge linking Prut to Ungheni, must be carried out with the help of external credits, European funds and / or public-private partnerships. within 30 days of promulgation.
The law, originally proposed by the PMP, was amended by Parliament and was finally adopted on 7 November. The law sets as priority the realization of the Ungheni highway (border with the Republic of Moldova) – Iaşi – Tg. Neamţ – Tg. Mures.
The law stipulates that the highway project will benefit from predictable funding year after year; its starting point will be that of Prut, it will ensure the connection with the Republic of Moldova and that the proceedings will begin within 30 days after the entry into force of the law.
At the same time, in the form adopted by the Parliament, the law provides that the motorway will be financed by external credits, European funds and / or by a public-private partnership. The possibility of building the highway "and / or through a public-private partnership" was introduced by the PSD deputy, Cătălin Rădulescu.
The law also states that the Ministry of Transport is responsible for the implementation of the highway, although the government has decided to replace it. Neamţ – Iaşi will take over the implementation of the National Prognosis Commission as part of a public-private partnership

In MPGT, it was planned that the A8 be implemented on two European financial cycles, the Tg. Neamt – Iasi – Ungheni section in the 2014-2020 fiscal year, and Tg. Mureş – Tg. Neamt, the region the hardest mountain, was planned for 2020-2030 from 2023.
