"These benefits were claimed and received by Vanghelie for the assignment of the district 5 town hall and the local public services subordinate to the local council of sector 5, in violation of the legal provisions of the public procurement contracts signed with enterprises controlled by businessman Marin Dumitru, but also to order the payment of work related to these contracts (the total value is about 738 019 000 lei).

More specifically, the unjustified advantages requested and received by Marin Dumitru by Vanghelie consisted of: the delivery of cash; the conclusion and execution of unjustified economic contracts with commercial companies controlled by Vanghelie or for which it had a personal interest; the transfer of the shares and, implicitly, the assets, of a trading company to persons designated by Vanghelie; the transfer of ownership of two villas to a person designated by Vanghelie; to pay the expenses occasioned by election campaigns; provision of valuable goods (watches); the conclusion of sponsorship contracts with the 5th district of Bucharest to financially support the organization of public events bringing the electoral capital of Vanghelie; payment of money to persons who have drawn up lists of signatures to support a candidate in the European Parliament elections; support for renovation costs in Vanghelie objectives; bear the costs of renovating certain stores owned by a company controlled by Vanghelie; pay the costs of the private parties, "says the prosecutor 's indictment.
