Russell Westbrook reportedly gave the Thunder in Oklahoma City a short list of teams in which he wants to play, and the Miami Heat tops the list, according to Brian Windhorst of ESPN.
Heat and Thunder reportedly discussed a trade with Westbrook in recent days. OKC is expected to transfer the former MVP before the start of the 2019-2020 season after the sale of Paul George to the Los Angeles Clippers:

Russell Westbrook has another four years of contract. The guard of the superstar has averaged a triple-double three consecutive seasons. If the Heat manage to acquire Westbrook, they could become candidates for the Eastern Conference since Miami already has four star players, Jimmy Butler, on the list. The Heat has acquired Butler from the Philadelphia 76ers as part of a trade and signature deal.
In the last season with the Thunder, Westbrook scored 22.9 points, 11.1 rebounds and 10.7 assists in 73 games. A team with Westbrook and Butler would be a fierce and competitive unit, which Heat's president, Pat Riley, and head coach Erik Spoelstra are dying to see in South Beach after Dwyane Wade.
The entire world of the NBA is waiting to see where Westbrook will land. Looks like Russ is hoping to finish in South Beach with the Heat. We will see if the explosive guardian realizes his wish.
