Mohamed Aly Bathily, a politician and lawyer, born on March 30, 1952, in Bamako. He was successively High Magistrate, Professor of Law, Director of Cabinet for three Ministers of Justice, Ambassador of Mali in Senegal, then Lawyer at the Bar of Mali. In September 2013, he was appointed Minister of Justice in the Oumar Tatam Ly Government. After his post as Ambassador in Dakar, he returned to Mali and became a lawyer in Bamako from where he participated in the drafting of the manuals of procedures and administration of the Criminal Court. He led, in Benin, training to the Armed Forces of the Economic Community of African States of the West to humanitarian law, to the Geneva Convention and the Additional Protocols

In Mali, he took an active and effective part in the finalization of the drafting of the Constitution, the Electoral Code and the Charter of Political Parties.

He will then be successively appointed Minister of Justice, Minister of State Property and Land Affairs, then Minister of Urban Planning, Housing and Land Affairs under the Ibrahi Regime Boubacar Kéïta
