Political parties now obliged to keep regular accounts

Porto-Novo, July 27 (ABP) – The National Assembly considered and adopted this Thursday, during the plenary session led by its president, Adrien Houngbedji, the law 2018-23 on party charter in the Republic of Benin, which requires any party constituted under this Act to comply with a number of rules, including the requirement to keep proper accounts.

No one knows exactly where the resources come from. use political parties to finance their activities. In the same way, these political parties do not manage to play fully the roles which confers to them the Constitution and which are summarized, inter alia, the animation of the public life. Law 2018-23 on the charter of political parties in the Republic of Benin thus settles the question of their financing, including public funding by specifying the terms and conditions of granting and distribution. It consists of 61 articles divided into 7 titles.

Under this new law, it is appropriate, among other things, to remember that any political party must now keep regular accounts, donations and legacies from legal entities political parties established in accordance with the provisions of this charter will be eligible for financial assistance from the State, the resources allocated to them will represent 0.5% of the national domestic resources of the previous year and will be distributed to them, according to the number of deputies obtained in the National Assembly, the number of founding members of a political party must not be less than 15 per commune. All regularly constituted political parties are required to participate in parliamentary and communal elections. Any political party that has not twice presented candidates for the municipal and legislative elections loses its legal status.

Severin Quenum, Minister of Justice, Minister of Justice, on behalf of the government, welcomed this initiative of the deputies of review the charter of political parties especially in the perspective of upcoming elections jousting.
