This draft law amends twelve articles of Law No. 014-2001 / AN of 03 July 2001 on the Electoral Code and introduces a new title. The various modifications concern three points. The first amendment concerns registration documents on the lists of electors and of voting. According to Alphonse Kirigahon Nombré, this amendment consists in making the Burkinabè National Identity Card (CNIB) in force in Burkina Faso and the ordinary passport, the only documents used for registration on the electoral roll and voting.

The second amendment consists in introducing a new title relating to the holding of the referendum in Burkina Faso and the third modification concerns the implementation of the provisions relating to the voting of Burkinabe from abroad.

The bill contains two articles . Article 1 relates to the various amendments made to Law No. 014-2001 / AN of 03 July 2001 on the electoral code. These are Articles 14, 17, 48, 49, 50, 50a, 51, 52, 53, 54, 59, 60, 68, 72, 135, 166, 242, 265, 265d, 265 sexies, septies . Articles 122.1 and 122.27 are innovations, said Alphonse Nombré. Article 2 is devoted to the enforceable formula of the law

Declaration of the General Committees and Parliamentary Groups


Five other general committees were seized for this purpose: the Committee on Education, Health, Youth, Employment, Social and Cultural Affairs; the Finance and Budget Committee (COMFIB); the Commission for Defense and Security (CODES); the Committee on Economic Development, Environment and Climate Change (CODECC), the Committee on Foreign Affairs and Burkinabè Abroad (CAEBE).

These five commissions gave favorable opinions to the bill.

During the plenary session, the majority parliamentary groups (MPP and Burkindlim) and UPC-RD (Democratic Renewal) of Daouda Simboro made their inviting statement MPs to vote on this bill which, according to them, constitutes a democratic step forward for Burkina Faso. As for the opposition groups (UPC, CDP and PJRN), they called for the refusal of the bill, in their declaration, by the voice of MP Nicolas Dah (UPC).

Resignation of the opposition and adoption of the bill


After the declaration of Nicolas Dah, opposition MPs emptied the room. It is an act that the President of the National Assembly, Alassane Bala Sakandé, did not digest. "The policy of the empty chair has never paid, especially when it comes to deciding for the future of the people," he lamented.

The withdrawal of 44 voters has not prevented those who stayed in the room proceed to the votes. Clauses 1 and 2 of the bill were voted unanimously. The bill in question suffered the same fate. Indeed, it was voted unanimously by the deputies.

Having taken part in the works of examination of the project of the law amending the law n ° 014-2001 / AN of the 03 July 2001 on the electoral code, the Minister in charge of the Territorial Administration, Simeon Sawadogo, was at this plenary for any questions to which he must answer.

He could not escape. The withdrawal of the consular card as a voting document was repeated several times during the interventions of the deputies, before the vote on the bill.

From the outset, he wished to recall that the object of this plenary is the holding of promise of the president of Faso, Roch Marc Christian Kaboré. According to him, it is by seeking the means that would allow any Burkinabè living outside to vote in transparency that the documents CNIB and passport were retained. "You have to prove that you are Burkinabe to vote the president of the Burkinabè," he said.

For Minister Simeon Sawadogo, those who insist that the withdrawal of consular card is suspicious, they know that their insistence on wanting to have it validated is also suspect.

Arrived at the exit In plenary, UPC MP Moussa Zerbo justified the act of the opposition parliamentary groups. From his remarks, it is noted that the withdrawal of the consular card as a document allowing the diaspora to vote is an unjustifiable option.

"The consular cards that have been issued, we can accept them. I think there is nothing complicated at this stage. And everyone (opposition as majority) is working so that the elections can enjoy full participation of our compatriots, "he said.

For the opposition MP, it would be better for the majority to clarify things, because that's what pushed them to slam the door. "What is their fear? That they can say it clearly to the people of Burkina Faso. Reason why it was considered that we can not be an accomplice or a witness of such forfeiture that we consider to be a democratic retreat, "said the MP for the UPC.

Moussa Zerbo disputes the accusation made to the opposition to practice the politics of the empty chair. "It's not an empty chair policy! I think it's an abuse of language. We participated in the debates. We have simply said that we do not vote for the law and we will not be there, "he said.
