1. Indicators of Factual Order

First, Togo is the only country in the West African subregion to have paid a heavy price for the aspiration of a democratic regime: more than five hundred (500) deaths in 2005, not counting those of the dark periods. which preceded 2005 or / and followed it. The ECOWAS is not foreign to what happened in 2005. It must repair, by its roadmap, the wrongs causs to the Togolese.

Then, in the ECOWAS space, Togo is the only country which has not known political dalternance which remains the end point of any democratic process

2. Indicators of normative order

ECOWAS has the normative references and values ​​around which it builds its ideals of peace, security, democracy and development. These include the PROTOCOL ON DEMOCRACY AND THE GOOD ADDITIONAL GOVERNANCE OF THE PROTOCOL ON THE MECHANISM FOR PREVENTION, MANAGEMENT, CONFLICT REGULATION, PEACEKEEPING AND SECURITY, adopted in Dakar in December 2001 and the AFRICAN CHARTER OF DEMOCRACY, ELECTIONS AND GOVERNANCE adopts Addis Ababa in January 2007, not to mention the principles contained in its Treaty, rvis Cotonou in July 1993.

3. ECOWAS must guarantee the effectiveness of its roadmap

ECOWAS intervenes in the 27th dialogue as a facilitator. This implies that Togo has experienced 26 other dialogues that have not succeeded in resolving the evil it has suffered for several decades. It is necessary for ECOWAS to compare its 2020 vision, which is to move from an ECOWAS of States to an ECOWAS of the peoples, by formulating clear and uncompromising recommendations that meet the deep and legitimate aspirations of the Togolese people. His credibility depends on it. In addition, ECOWAS must ensure the effectiveness of its roadmap which it guarantees, since the Togolese wrong also feeds on the lack of implementation of the agreements.

In any case, it is inadmissible to make reforms and continue with the old practices that led to these reforms. A radical change is needed and it necessarily passes through a period of transition, the only way to avoid the status quo in Togo; and the people, the sole owner of the national sovereignty, watches over it.

TRANSITION REFORMS ELECTIONS, this is the deep aspiration of the Togolese people.
