Amnesty was one of the main conditions for the opposition to take part in the national dialogue convened by the president in July.

"I grant total amnesty to all citizens sentenced by the courts (…) for political offenses in the exercise of their activity, serving or not serving their sentence. Equatorial Guinean President Teodoro Obiang Nguema read this decree on national television on Wednesday, July 4, stating that amnesty also applies to anyone "deprived of their liberty or prevented from exercising their right politics in the country ».

This spectacular measure in a country run with an iron fist by President Obiang since 1979, comes within two weeks of a "national dialogue" which he himself convened . The presidential decree specifies that this dialogue, announced in June, will be held "from July 16 to 21" .

A condition of the opposition

The amnesty "must allow a wide participation of all the political actors " to this dialogue " between the government and the legalized political parties, political actors of the interior and the diaspora, civil society and religious confessions " according to the president

He undertakes to guarantee "freedom" and "security" to all the participants in this dialogue, which must also be attended, as observers, by representatives of the international community.
