DALLAS COUNTY, Missouri – “99.999999% of what has been posted on social media is CRAP,” said Dallas County Sheriff Scott Rice, addressing the fake news surrounding the Cassidy Rainwater case.
Sheriff Rice addressed the misinformation and rumors on social media Thursday night, October 7, 2021.
Someone reported Rainwater missing in August. No one had seen her since July.
The FBI obtained information on his fate and alerted the Dallas County Sheriff’s Office. They obtained a search warrant and gathered evidence at James Phelps’ home. Authorities then arrested him and Timothy Norton. Prosecutors charged the two suspects in the Rainwater kidnapping. But, she is still missing.
Authorities release information when they deem it appropriate, reminding people that this is an ongoing investigation. “We are working in the real world and this is an active investigation underway. When all members of the prosecution team feel it is appropriate to disclose information, we will keep you informed. Until then, I can tell you that all parties involved in the Cassidy Rainwater case are in jail and we expect additional charges to be filed in the next few days, ”Sheriff Rice said on social media. .

Cassidy Rainwater: missing person case
On August 26, 2021, the Dallas, Missouri County Sheriff’s Office took a missing person report. The reporting party told authorities Cassidy Rainwater has been missing since July 25, 2021. The sheriff’s office said she has associations in Dallas, Laclede and Greene counties in southwest Missouri.
After the report of Rainwater’s disappearance, authorities questioned James Phelps at his home on Moon Valley Road. Investigators believe he was the last person to come into contact with her. According to a Fox Affiliate, Phelps admitted that Rainwater had stayed with him as she got back on her feet. However, he claims he had not seen her since she left his property a month before.
Authorities looked into the attic of her property where she was staying. They found him “stripped” without Rainwater’s personal belongings. They then left the property.
Anonymous tip
On September 16, the FBI office in Kansas City received an anonymous report, which included a photo of Rainwater in a cage. The FBI passed this information on to the Dallas County Sheriff’s Office.
That same day, the sheriff’s office obtained a search warrant for James Phelps’ phone. They found several photos of rainwater locked in a cage, according to court documents.
During a search of the property, deputies and federal agents removed items for the investigation. The authorities did not disclose what these articles were.
James Phelps and Timothy Norton arrested
Since the denunciation and the search of the property, the authorities have arrested two people.
Prosecutors charged James Phelps and Timothy Norton with criminal kidnapping. According to court documents, investigators said Norton admitted to helping Phelps restrain Rainwater.
Norton and Phelps are in Dallas County Jail without bail.
The suspects appeared in court on Tuesday, October 5, 2021 via Polycom for a criminal hearing. Courts have set a preliminary hearing for November 5 at 9:30 a.m.
Phelps’ house is on fire
Investigators say the home of suspected kidnapper James Phelps was set on fire late on Monday night, October 4, 2021.
Several fire crews responded to the scene on Moon Valley Road, Windyville, Dallas County, Missouri. They worked to extinguish hot spots. According to a Fox Affiliate, while there, a Dallas County congressman found something that looked like a tripwire. Springfield Bomb Squad responded to investigate. Authorities say they detonated an explosive device near the area of the fire.
