223 state court records accessible without permission due to loophole

SINGAPORE: Electronic records of the state courts' online management system have been accessed by unauthorized individuals who have exploited a loophole in the system, courts said in a statement released Wednesday (November 28th).

The Integrated Criminal Matter and Management System (ICMS) is a system used to document criminal cases.

On November 1, state courts were alerted of a possible vulnerability of the system.

A total of 223 electronic files were consulted by "some accused" without authorization, they said, without providing more details.

"Immediate steps have been taken to address this vulnerability," said the state court. "The electronic records have not been tampered with and the integrity of the ongoing proceedings has not been affected."

ICMS is used by lawyers, media and defendants, with different layers of access for each group of users.

Those who have been charged with crimes can access the ICMS Accused Person portal with a valid account via SingPass authentication.

Preliminary findings show that some of these accused exploited a loophole in the ICMS system that allowed them to view court documents in other electronic files.

State courts reported the case to the police.

Along with their system provider, Ecquaria Technologies, state courts have put in place additional measures to protect the security and confidentiality of information contained in the ICMS system by strengthening users' access controls to the within the system.

Police investigations are ongoing and letters have been sent to all concerned.

State Courts have reported that they have set up a dedicated e-mail ([email protected]) and a direct phone line (6435-5651) to respond to requests.

They stated that they took seriously any unauthorized access to information in their case management systems.
