Manchester United has only scored 20 goals this season in its 13 league games.
Manchester City occupies the top of the table after finding the back of the net twice more than his rival (40).
Chelsea and Arsenal have both scored 28 goals, with Liverpool out of 26 and Tottenham 23.
And Hasselbaink said that a lack of power in the last third was a concern for United boss Jose Mourinho.
"At the moment when they are among the top six, they are the ones who create the least," Hasselbaink said. Sky sports.
"They have to start creating more for the (Marcus) Rashford, for the (Romelu) Lukakus.
"At the moment, they do not score enough goals."
United had a 0-0 draw against Crystal Palace on Saturday.
Seventh in the Premier League standings, Hasselbaink believes Tuesday's meeting between the Champions League and Young Boys can help restore confidence.
"I think they should aim for the top four but I do not know if they will do it," he continued.
"They have to forget Liverpool, they have to forget this type of matches.
"They have to watch first, Young Boys.
"Get the right result and regain some confidence in your game.
"Win this match, try to win it comfortably, as many goals as possible, and participate in the Southampton match with some kind of confidence.
And then build it from there, forget all the other games.
"Forget them, it's the Young Boys – that's all."
The victory over the Young Boys could allow United to qualify for the knockout stages of the Champions League.
