PUB to take action against Straits Construction for causing sudden floods in Geylang on Nov. 11 in Singapore

SINGAPORE – The National Water Agency PUB will take action against Straits Construction Singapore (SCS) for failures in drainage maintenance, which resulted in sudden floods in Geylang earlier this month -this.

Parts of Lorong 23 Geylang and the ramp to the Kallang-Paya Expressway Expressway (KPE) leading to the Pan-Island Expressway (PIE) were hit by flash floods after the heavy rains of November 11th.

In a statement released Tuesday (November 27), the PUB said the construction contractor had not taken the appropriate steps to maintain the ability to drain a connecting drainage pipe Lorong 23 Geylang at the Pelton Canal.

PUB surveys revealed that the 1.2 m wide drainage pipe running through the construction site of an international school, managed by SCS, was obstructed.

Rainwater was unable to enter the Pelton Canal, causing flooding on the KPE ramp and Lorong 23 Geylang.

The PUB said the rainwater collected in the roadside drain at Lorong 23 Geylang is first dumped into a drain downstream of the KPE's ramp, before flowing into the canal from Pelton.

This drain crosses the lanes of Lorong 23 Geylang, Sims Place and Sims Drive before joining a culvert that passes under PIE (including the KPE-PIE ramp to Changi).

The culvert then joins the evacuation pipe that runs through the construction site of the international school.

The PUB said it would take steps against SCS for the lack of maintenance of the drainage system on its site.

"Rainwater flows into roadside drains, canals / tributaries and rivers, then flows into the sea or into reservoirs, so it's important to keep our drains free," the statement said. .

The agency also reminded developers and site contractors to take active steps to ensure that drains at their development sites are free of silt, debris, litter and leaves so that they can function properly. .

"PUB will not hesitate to take action against those who do not comply," the statement said.
