A statue honoring 3-year-old Eli Creekmore, beaten to death by his father, will be part of the new Rotary Morrow Community Park in Poulsbo.
“We are honored to welcome this statue here in Poulsbo,” City Councilor Ed Stern said at last week’s city council meeting.
The statue of the boy Everett who was killed in 1986 is part of phase 1 of the construction of the park. The state legislature revised child protection laws after the tragedy.
“It was an important aspect to include in this phase,” said Dan Schoonmaker, Director of Parks and Recreation.
Phase 1 will also include cutting down some trees as well as clearing and grading the creation of trails and pathways that will provide public access for community use to the future Noll Road and Mesford Street Park.
Mayor Becky Erickson said, “This plan has been in the works for a decade. We need it, we are building a lot of houses there in the next few years. We’re going to need a park.
There was some concern about the low bid for phase 1 being just over $ 135,000 when $ 100,000 was budgeted.
Connie Lord, a council member, said the town’s community services committee recommended that council “shut down” on the higher cost because “we would eat a lot of it trying to reissue the offer.”
Schoonmaker said the park reserves can “absorb this and stay on track for the other plans we have.” Park impact costs are also part of the overall funding.
Meanwhile, Lord said the Historic Downtown Poulsbo Association has made the decision not to hold a downtown trick-or-treat this year due to lingering concerns over COVID-19. Instead, they’re coordinating with the Poulsbo Chamber of Commerce for a sleight of hand similar to last year.
Additionally, board member Jeff McGinty said the finance committee recommended increasing board member salaries from $ 9,000 to $ 12,000 per year.
In other news, the Finn Hill Road project was also accepted by council. The project added approximately 4,000 linear feet of shared-use road to Finn Hill Road and Rhododendron Lane between Olhava Way and Vinland Elementary School.
The project was awarded to Strickland and Sons Excavation for just over $ 1.9 million in 2020, but there were eight change orders totaling just over $ 102,600, bringing the final payment to just over $ 2 million. The project is complete and has not exceeded the budget.
The final item on the agenda was a request for a road closure by Puget Sound Energy between the intersections of Noll and Mesford and Noll and Meadow Run Drive to replace two high voltage transmission line poles as part of a larger replacement program.
“This section of road is too narrow to allow one-lane alternating traffic with the required orientation of trucks, so a road closure is required to place the new posts,” the city documents say.
PSE is asking for two days of road closure, and the public works committee recommends limiting the closure to a weekend. The works are tentatively scheduled for September 25 to 26 from 8 a.m. to 7 p.m.
