Stop coming? Groundhog Day, Government Style!

If lightning struck your home twice in 2018, once in 2013, and twice before in 1997, you might consider moving, right? Or invest in a very good lightning rod! And suppose it’s a model. Like twice in 1995; again in 1978 and if it happened THREE TIMES in 1977 !!! Nightmarish stuff. But what if the nightmare is real. And you are the target. Once again, this is déjà vu. Groundhog Day, Government Style!

Now, if you are a federal government employee, the disaster is a government shutdown. Which could happen in a few weeks. It’s the Washington-based politicians – House, Senate, White House – who are picking it up. Some past stops were only a slight irritant. Others have seen federal workers and their family members without fail stand in lines at the soup kitchen.

Closures occur when most workers and contractors are sent home without pay, while others are forced to work, but also without pay. Closures tend to happen at the start of the fiscal year, which is October 1. Today is September 23. And they tend to last longer than experts usually expect. In December 1995, the shutdown lasted 21 days. That meant delayed paychecks and pension benefits for millions of feds. Merry Christmas from the people you sent to represent you.

Stops are not just a problem inside the ring road. Most of the federal workforce and the much larger group of contractors are found in New York, Pennsylvania, Utah, Alabama, Texas, and California. In many communities, the federal government – an IRS or Social Security service center, military base, federal prison, or VA facility – is the financial heart of the community. Most of the people there, and indeed most of the people here, don’t understand or appreciate the legal and legislative game that triggers a shutdown.

As members of Congress and the White House use the threat of a shutdown to secure a budgetary or fiscal victory, you are the pawns. Federal career workers and millions of entrepreneurs. Politicians continue to be paid. Feds on leave are generally reimbursed for the period during which they were excluded from their employment. But it can take weeks, or even months, to get the salary backlogged. Or the first full pension payment after retirement.

Extended leave can really put a damper on the vacation season. Not to mention the food and rent obligations when there is no money coming in.
