There are still many gaps in the way Sweden keeps people locked up. The Ombudsman finds in a report after inspections in 2015-2017.
Among the many remarks, some hostages have shelters where the only view is through the roof and the medical access procedures are mediocre.
The report is based on 58 inspections from Luleå in the north to Ystad in the south, including prisons, clinics and places of detention.
