For the fifth year in a row, the number of submissions decreased to 4.17 per purchase in 2017.
The fact that the proportion has decreased by almost 15% in five years now triggers government action.
Rikard Jermsten (photo), managing director of the Swedish Competition Authority, finds the trend alarming:
-With more suppliers participating in the market and submitting offers, competition is strengthened. I wish to see more calls for tenders in the field of purchases. I will therefore take the initiative to research why the number of calls for tenders in purchases is decreasing.
Nearly 20% of all purchases are now completely out of competition with a single bidder. At least four calls for tenders only occur for 40% of purchases.
It is the Swedish Competition Authority, in cooperation with the authority responsible for public procurement, which is behind the report on the statistics of public procurement.
In addition, there are fewer tests. In 2017, 6.5% of all purchases represented a decrease of 1.3 percentage points.
"There is a positive trend towards decreasing the proportion of confirmed offers, which is an indication of increased maturity, an explanation could be that there is more dialogue with the markets, which allows for better preparatory work" said Inger Ek, chief executive of the purchasing authority.
The statistical report also states:
- Orders were 2016 at 683 billion, or 17% of GDP
- Municipalities account for 69% of all purchases.
- 18,525 auctions were announced by 1,176 agencies.
- 13% have been canceled.
- Framework agreements represent 37% of all purchases.
- 68% of the agreements are in 3-4 years, including the option of extension.
