Offshoring is also criticized for being expensive and leading to a skills strike among the competent authorities.

In recent years, the government has entrusted 20 different authorities with the task of transferring all or part of their Stockholm operations. The idea is that rents and other costs will be lower while small municipalities will benefit from the fact that high-income jobs are transferred from the capital to the outside of the country.

However, general managers are skeptical and half of them warn of a skilled strike when it is time to move. It is then that many employees choose not to accompany the move. However, the moderators who oppose the relocation of authorities are skeptical about the outcome.
