Phillippe Müller, director of the police and army, explains the procedure: "We had received a large number of letters, many citizens said that Solomon should always work." Affected people who are in a personal emergency could receive a residence permit and therefore a permanent residence permit, writes the POM. "In the case of Solomon Berihu, the granting of a personal difficulty license is out of the question," the canton wrote.

Müller admits that the conditions for obtaining a sentence deprivation leave are strict: "But a few years ago, the people approved the toughening of the law on immigration." Berihu had received his decision and was henceforth an illegal refugee in Switzerland.
