Höchstes US-Gericht: Trumps Einreiseverbot ist verfassungsgemäß
Im Streit um das jüngste Einreiseverbot von US-Präsident Donald Trump für Menschen aus mehreren islamischen Ländern hat sich der Oberste Gerichtshof der USA auf die Seite der Regierung gestellt. Die am Dienstag veröffentlichte Urteilsbegründung fiel mit fünf zu vier Stimmen denkbar knapp aus.
In dem Fall ging es um die jüngste Form der Visasperren, die die Regierung im vergangenen September erlassen hatte. Betroffen davon sind Menschen aus dem Iran, Libyen, Somalia, Syrien und dem Jemen.
Das erste Einreiseverbot für Menschen aus mehreren überwiegend muslimisch geprägten Ländern hatte Trump nur eine Woche nach seinem Amtsantritt am 20. Januar 2017 verhängt und damit weltweit Entsetzen ausgelöst. Auch Bundeskanzlerin Angela Merkel kritisierte die Maßnahme.
Es kam zu Chaos an etlichen Flughäfen und massiven Protesten. Ein Bundesrichter stoppte Trumps Erlass schließlich vorläufig. In den folgenden Monaten sollte es zu einer zähen juristischen Auseinandersetzung kommen. Trumps Regierung überarbeitete das Einreiseverbot mehrfach – immer wieder legten Gerichte die verschiedenen Versionen aber auf Eis.
Im vergangenen Dezember ließ der Supreme Court die jüngste Form der Visasperren aus dem September schließlich in Kraft treten. Betroffen davon waren neben dem Iran, Libyen, Somalia, Syrien und dem Jemen auch der Tschad. Trumps Regierung hatte argumentiert, diese Länder genügten den Anforderungen der USA für ausreichende Sicherheitsüberprüfungen von Visa-Antragstellern und Informationsaustausch nicht. Der Tschad wurde später wieder von der Liste gestrichen. Beschränkungen gibt es zudem für Nordkorea und Venezuela.
In dem Fall vor dem Supreme Court standen sich auf der einen Seite Trumps Regierung und auf der anderen der Bundesstaat Hawaii sowie weitere Kläger gegenüber. Die Gegner bezweifelten die Verfassungsmäßigkeit von Trumps Maßnahme, und warfen ihm vor, seine Kompetenzen überschritten zu haben. Sie verwiesen zudem auf anti-muslimische Äußerungen des Wahlkämpfers Trump, der "eine komplette Blockade der USA für Muslime" geforderte hatte, und argumentierten, er diskriminiere Menschen aufgrund ihrer Religion.
Trump droht Harley-Davidson: "Werden besteuert wie nie zuvor!"
US-Präsident Donald Trump hat dem Motorradbauer Harley-Davidson wegen dessen geplanter Verlagerung von Teilen der US-Produktion im Zuge der EU-Vergeltungszölle mit heftigen Konsequenzen gedroht. "Eine Harley sollte niemals in einem anderen Land gebaut werden", twitterte Trump am Dienstag. Mitarbeiter und Kunden seien bereits sehr wütend. Wenn das Unternehmen seine Ankündigung wahr mache, bedeute dies "den Anfang vom Ende", schrieb Trump und drohte: "Sie werden besteuert wie nie zuvor!".

In einem anderen Tweet hieß es zuvor bereits: "Harley muss sich im Klaren sein, nur mit einer hohen Steuer zurück in die USA verkaufen zu können". Der Motorradhersteller hatte am Montag erklärt, durch den Schritt sollten zusätzliche Zölle umgangen und so eine Preiserhöhung für Kunden in Europa vermieden werden. Trump, der Harley-Davidson schon am Vortag gerügt hatte, beschuldigte die Firma nun zudem, die Zollpolitik nur als vorgeschobene Begründung für den Abbau von Produktionskapazitäten in den USA zu benutzen.

Harley-Davidson habe – lange bevor die Zölle verhängt wurden – angekündigt, einen Großteil seines Werks in Kansas City nach Thailand zu verlagern, behauptete Trump. "Sie benutzen Zölle/Handelskrieg nur als Ausrede." Tatsächlich hatte der Hersteller bereits vor über einem Jahr bekanntgegeben, eine Fabrik in Thailand zu bauen. Zölle waren damals allerdings nicht als Grund von Harley-Davidson genannt worden. Es gehe darum, die Präsenz im asiatisch-pazifischen Markt zu erhöhen, hieß es. Bis dahin war Trump eigentlich ein großer Fan der Firma gewesen. "Wir sind stolz auf euch! Made in America, Harley-Davidson", hatte er vorher noch bei einem Empfang im Weißen Haus gejubelt.

"Überrascht, dass Harley-Davidson von allen Unternehmen das erste ist, das die Weiße Fahne hisst", schrieb Trump am Montag im Kurzbotschaftendienst Twitter.
"Ich habe hart für sie gekämpft und am Ende werden sie keine Zölle auf Verkäufe in die EU zahlen, die uns beim Handel schlimm geschädigt hat", twitterte Trump weiter. Die Steuern seien nur eine "Ausrede" des Motorradherstellers, schrieb Trump und forderte "Geduld".

Der legendäre US-Motorradhersteller hatte zuvor als Konsequenz aus den EU-Strafzöllen angekündigt, einen Teil seiner Produktion in andere Länder zu verlagern. Dies sei "die einzige tragfähige Option", um weiter ein überlebensfähiges Geschäft in Europa zu betreiben, begründete die Firma den Schritt.
Die EU hatte am vergangenen Freitag als Antwort auf die von Trump verhängten Strafzölle auf Aluminium und Stahl Gegenzölle auf eine Vielzahl von US-Produkten verhängt, darunter neben den Kult-Motorrädern von Harley-Davidson auch Erdnussbutter, Jeans und Whiskey. Viele der betroffenen Produkte stammen aus Regionen, in denen Trump eine starke Anhängerschaft hat.
25. Juni: Berichte: USA wollen chinesische Investitionen in Tech-Firmen stark begrenzen
Im Handelskonflikt mit China wollen die USA laut Medienberichten offenbar in Kürze eine neue Front aufbauen. Das Finanzministerium plane, chinesische Investitionen in US-Technologiefirmen stark einzuschränken, berichteten am Montag übereinstimmend die Finanznachrichtenagentur Bloomberg und das Wall Street Journal unter Berufung auf Insider. Washington wolle sich dabei auf eine Gefährdung der wirtschaftlichen und nationalen Sicherheit der USA berufen.
US-Finanzminister Steven Mnuchin bezeichnete die Berichte als "falsch". Er dementierte allerdings nicht, dass seine Regierung mit weiteren Maßnahmen gegen den Diebstahl geistigen Eigentums in der High-Tech-Branche vorgehen will: Die geplanten Maßnahmen richteten sich aber nicht "spezifisch gegen China, sondern alle Länder, die versuchen, unsere Technologie zu stehlen", erklärte der Minister im Kurzbotschaftendienst Twitter.

Volkswirte: US-Handelskonflikt belastet zunehmend deutsche Wirtschaft
Die internationalen Handelskonflikte sorgen nach Einschätzung von Konjunktur- und Arbeitsmarktexperten bei vielen deutschen Unternehmen zunehmend für Verunsicherung. Der von US-Präsident Donald Trump ausgelöste Zollstreit mit China, der Europäischen Union und anderen Ländern lasse Firmenchefs bei Investitionen zögern. Das erklärten Volkswirte deutscher Großbanken in einer Umfrage der Deutschen Presse-Agentur. Der Arbeitsmarkt in Deutschland zeige sich wegen voller Auftragsbücher und robuster Binnenwirtschaft davon aber noch unberührt.
Im Juni dürften den Schätzungen der Experten zufolge rund 2,28 Millionen Menschen ohne Job gewesen sein. Das wären etwa 36.000 weniger als im Mai und rund 194.000 weniger als vor einem Jahr.
Gleichzeitig geht es für den Dax weiter abwärts: Im frühen Handel sank der deutsche Leitindex am Montag um 0,85 Prozent auf 12.472,63 Punkte. Der EuroStoxx 50 als Leitindex der Eurozone verlor ähnlich deutlich.
24. Juni: Trump will illegale Einwanderer ohne Gerichtsverfahren abschieben
US-Präsident Donald Trump hat dafür plädiert, Einwanderern ohne Aufenthaltspapiere das Recht auf ein Verfahren zu verweigern und sie stattdessen sofort abzuschieben. Auf Twitter forderte er am Sonntag, dass Menschen, die die Grenze illegal überquerten, kein Gerichtsverfahren bekommen dürften. "Wir können nicht zulassen, dass all diese Leute in unser Land einfallen", schrieb er. "Wenn jemand herkommt, müssen wir sie sofort ohne Richter oder Gerichtsverfahren dahin zurückschicken, wo sie hergekommen sind." Das bisherige System sei eine "Farce", fügte er hinzu.
In den USA entscheiden Einwanderungsgerichte über die Fälle von Menschen, die die Grenze illegal überquert haben.
Trump hatte mit seiner rigorosen Flüchtlingspolitik in den vergangenen Tagen weltweit für Entrüstung gesorgt. Innerhalb weniger Wochen trennten die Behörden mehr als 2000 Kinder illegal eingewanderter Menschen aus Süd- und Mittelamerika konsequent von ihren Familien. Trump ermöglichte es am Mittwoch per Präsidentenerlass vorläufig, dass Kinder und Eltern gemeinsam inhaftiert werden können und beendete die umstrittene Praxis damit zunächst. Dies ist jedoch eine befristete Regelung, sie muss gesetzlich untermauert werden.
Der US-Präsident ist verstärkt darum bemüht, Menschen ohne Aufenthaltspapiere als kriminell darzustellen. Er zeichnet ein düsteres Bild von der Lage an der Grenze und hat wiederholt von einer Krise gesprochen.
Das ist allerdings nicht durch Fakten gedeckt. Die Zahl der Festnahmen an der Grenze ist seit Jahren insgesamt rückläufig. Zwar gab es in den vergangenen Monaten einen Anstieg, im Vergleich zu früheren Jahren sind die Zahlen aber niedriger.
Mehr als 520 Einwandererkinder wieder mit Eltern vereint
Nach der Trennung von ihren Eltern im Zuge der sogenannten Null-Toleranz-Politik sind in den USA 522 Flüchtlingskinder wieder mit ihren Familien vereint worden. Das teilte das US-Heimatschutzministerium mit. Weitere 16 Kinder sollten noch am Sonntag wieder mit ihren Eltern zusammengebracht werden. Eine kleine Anzahl von Kindern werde von ihren Familien getrennt bleiben, etwa wenn die Verwandtschaft nicht bestätigt werden könne, der Erwachsene eine Gefahr für das Kind darstelle oder kriminell sei.
23. Juni: Aktivisten: Chaos nach Familientrennungen an US-Grenze
Nach den umstrittenen Familientrennungen an der US-mexikanischen Grenze gibt es offenbar kein Konzept für die Wiedervereinigung der Eltern mit ihren Kindern. Die US-Behörden konnten vorerst keine Angaben dazu machen, was mit den minderjährigen Migranten passieren soll, die bereits in verschiedene Auffanglager des Landes gebracht wurden.
"Die Situation ist absolut chaotisch", sagte Matt Clausen von der Menschenrechtsorganisation Wola am Freitag (Ortszeit) der Nachrichtenagentur AFP. "Es bleiben so viele offene Fragen und es scheint so, als gäbe es keinen Plan, um die Eltern wieder mit ihren Kindern zusammenzubringen", erklärte Clausen.
Die US-Armee prüft derweil offenbar die Unterbringung von zehntausenden erwachsenen Migranten auf leer stehenden Stützpunkten der Luftwaffe. Wie das US-Magazin Time am Freitag unter Berufung auf ein internes Papier berichtete, könnten sowohl leerstehende Gebäude genutzt als auch "vorübergehende" Zeltstädte auf ehemaligen Landebahnen errichtet werden.

Demnach könnten rund 25.000 Migranten auf Luftwaffenbasen in der Nähe von Mobile im US-Bundesstaat Alabama untergebracht werden. In dem Dokument wird auch die Errichtung von Flüchtlingsunterkünften für jeweils insgesamt 47.000 Menschen in der Nähe von San Francisco sowie in Camp Pendleton im Süden des Bundesstaates Kalifornien vorgeschlagen. Weitere Migranten könnten auf einer Armeebasis in Yuma im Bundesstaat Arizona untergebracht werden.
Das US-Verteidigungsministerium lehnte jede Stellungnahme zu dem internen Papier ab. Ein Sprecher sagte allerdings, das Heimatschutzministerium habe noch keine offizielle Anfrage für die Unterbringung von Migranten an das Pentagon gerichtet. Das Verteidigungsministerium erstelle Pläne und prüfe alle Militärbasen des Landes, um auf eine Anfrage des Heimatschutzministeriums "für die Unterbringung illegaler erwachsener Migranten" reagieren zu können.
