The qualification will be played in ten groups of five or six teams. It will be played between 21 March and 19 November 2019. The first and second places (20 in total) will qualify for the 2020 finals from 12 June to 12 July in 12 European cities. The remaining four places will be played via the League of Nations. During a play-off in March 2020, each league among the teams that did not exceed the normal qualifications of the European Championship will be awarded a ticket.

As for the whole thing seems relatively easy. UEFA has developed special features. As the 12 organizers (Azerbaijan, Denmark, England, Germany, Hungary, Italy, Netherlands, Ireland, Romania, Russia, Scotland and Spain) should have the opportunity to qualify for the Euro 2020, two organizers at most will be grouped together.

In addition, political tensions are taken into account: Armenia / Azerbaijan, Gibraltar / Spain, Kosovo / Bosnia, Kosovo / Serbia and Ukraine / Russia are not allowed to play in the same group. Finally, UEFA also wants to control the stress of travel. Therefore, Azerbaijan can meet up to one opponent of the trio Gibraltar, Iceland and Portugal. The same applies to Iceland and Kazakhstan.
