The Day – 17-year-old accused of child sexual assault

State Police charged a 17-year-old with aggravated sexual assault on a victim under 13, unlawful sexual contact with a child under 16, unlawful first-degree restraint and strangulation in the second degree.

Police said he was taken into custody under an active arrest warrant on Wednesday and taken to Hartford Juvenile Detention Center. They did not disclose his name because he is a minor.

State Police Detective Christopher Hubbard, assigned to the Eastern District Major Crime Squad, wrote in the arrest warrant affidavit that Backus Hospital contacted E Troop in May, reporting that a mother took her 11-year-old daughter to the emergency room and said the girl was sexually assaulted at the 17-year-old’s home the day before.

Detectives questioned the 17-year-old and he confessed to sexually assaulting the victim, police said. The perpetrator was known to the victim. According to the affidavit, he described his actions in a written statement and said he “didn’t believe the minor victim wanted me to touch her like that.”

Police said an independent forensic investigator interviewed the victim, who “detailed, both verbally and in writing, the unwanted and unprovoked sexual and physical assault.”

Hubbard wrote that he believes the 17-year-old “poses an extreme risk to the public and to any young people he meets.”
