Sanofi, meanwhile, would have submitted its registration application for Dengvaxia in January 2015. In December 2015, the FDA had approved the marketing of Dengvaxia and released its product registration well before the completion of both clinical trials .
Then Garin and the other respondents would have accelerated his waiver of the PNDF registration requirement, bought the vaccines and used them to vaccinate schoolchildren as part of the government's mass immunization program.

The DOJ panel also mentioned that if Garin and other respondents were penalized, they could be jailed for six years.

The panel also dropped the complaint against Pearl Grace Cabali and Maria Ester Vanguardia-de Antoni of SPI.

The undersecretary of the DOJ, Mark Perete, said that Dengvaxia's charges against Garin and other people would be filed in the district court of first instance.

Yesterday, Duque said the DOJ's dismissal of his three dengvaxie cases was a "justification for the grave injustice" committed against him and his family.
