SALINEVILLE – After voting to hire Scott Hickman for the newly created position of village street foreman at a special meeting last week, the village council responded to critical questions from village resident Tom Hays.

Before Hays spoke up, City Councilor Buck Higgins said he would come out because he didn’t want to hear anything from Hays, who he said called council members. “idiots” at a prior meeting.

Hays, who lives on West Main Street, questioned paying around $ 400,000 over 10 years for someone to do the job of the village street foreman. Hays said he believes there was not enough money to salt and plow the roads last winter and that there could be a better use of the money. He further requested to see Hickman’s job description and qualifications.

He also wondered if Mayor Linda Adams was not going to run again, why she would suggest handing over such a large expense to the next mayor.

Adams said his tenure still runs until 2023 and asked why he thinks they haven’t plowed and salted. Hays said he parked his vehicle in a carport in an abandoned house across from his on Line Alley and slipped on the ice while crossing the driveway last year.

Adams pointed out that the alleys that are dirt are not salty because that just makes “A muddy mess” if they are salty. Line Alley would be smart and sealed.

Board Chair Sally Keating said Hickman is a highly skilled and heavy equipment operator. They provided Hays with the job description after the meeting.

Adams also read a letter from Debbie Dietrichse on Madison Avenue regarding a small piece of property next to hers that belongs to the village. Adams said she told Dietrichse that if the village decided to sell her, the property would have to be auctioned off and she could bid if she wanted. Adams also noted that Dietrichse was doing a good job taking care of the area near the end of her driveway and around mailboxes.

Adams also noted that residents of Madison Avenue appeared happy with the recent pavement repair work that was completed by Stan Cunningham for around $ 11,600.

Those wishing to speak to the council, with a higher number of COVID-19 cases currently in the region, are urged to call 330-679-0289 before the meeting to be placed on the agenda or write a letter that can be read before counseling. Adams noted that this was done only for the purpose of protecting council members and the community from the spread of disease by reducing the number of people in the limited space of the party hall.

In other matters:

– Council received two estimates from Cunningham for bridges on Beadnell Road. The one in the worst condition on the south side would cost $ 33,587 just to fix the head wall and keep it from collapsing. The other bridge, according to Cunningham’s estimate, will cost $ 17,220.

The estimates do not take into account the replacement price for decking boards that have gone bad, which Ralph Ross told them he priced at $ 26 for 16ft boards and $ 18 for 12 ‘boards. feet.

As Adams said she would speak to an engineer to find out if the suggested repair would work, Keating sarcastically thanked Hays. She claimed that when he was a council member in the past he voted to accept this road and these bridges in the village creating the problem.

– The council voted to accept a donation from the Little Indians football group, which divided the money raised and donated it to the Salineville Police Department, the Salineville Volunteer Fire Department and the Fire Department of Highlandtown.

The Police Department also recently received a $ 25 donation to the Police Department from someone who wanted a copy of a historical video created by Denny Goddard and posted online. Goddard allegedly insisted instead of paying it, the person should donate to the police department.

– Adams said he received official figures from the 2020 census, which counted 1,206 people in the village, up from 1,311 10 years ago.

– There will be a special meeting of the village finance committee at 1:15 p.m. on Monday, October 11. The next regular council meeting will be at 6 p.m. on Monday, October 18.
