Six applications were submitted to Dale Castle Town to fill the vacant board seat due to the death of board member Doug Weaver. Following the opening ceremony of the meeting on Thursday, these six candidates were invited to introduce themselves. They were then asked why they would like to serve on the council and how best to manage the enforcement of ordinances in the city.
Mayor Danny VanWagoner then called for a recorded vote. The vote was three to one in favor of Adriana Chimaras. There was no official at the meeting to administer the oath, which is why Chimaras was invited to take her place in the council gallery before taking the oath at a later date.
Zoning Administrator Kerry Lake then reported on the August Land Use Committee meeting. He noted that the committee was working on updating zoning ordinances.
Lake also reported on two new home business licenses that were granted at the meeting. Discussion then opened on which home occupancy businesses failed to register with the city. While no fee can be charged for the license, the Castle Dale City ordinance requires that a registration be obtained from the city to ensure that all license requirements are met. Infractions will be dealt with in accordance with the ordinance.
JJ Manning, code enforcement officer for Castle Dale City, reported door hangers that were placed for watering violations. He said in most cases that was all that was needed to correct the infraction.
At that time, it was announced that the secondary water for Castle Dale will be closed on September 15th. The citizens of Castle Dale were asked to cut their water use by 30% this year, but cut it by 40%, which broadened.
Manning also reported that a potential citizen had inquired about purchasing land to set up a motorhome while he was building a house. He was reminded that this can only happen for a period of 12 months and that all sewer and water connections must be made to the temporary accommodation. Manning was then asked by council and the mayor to keep a journal of his activities as a code enforcement officer.
Treasurer Jacki Collard reported to the rapporteur that the Ghost Road Trail is progressing well, having already received the investigation from the Army Corp of Engineers which indicated that no mitigation was needed. Collard then reported a $ 5,700 increase in sales tax and $ 520 in transitional room taxes when comparing this year to 2020.
During the mayor’s and council reports, council member Brad Giles spoke about upcoming plans for the Castle Valley Special Services District. Council member Joel Dorsch said the maintenance team were working on the fairground in preparation for the Emery High rodeo this weekend, so they were unable to attend the meeting.
The Castle Dale Youth City Council will be painting more curbs in the city, council member Jordan Leonard reported.
The mayor then spoke of his meeting with Issac Patterson, who hopes to change the zoning at the north end of Esquire Estates to make it a housing development. Lake Zoning Administrator and Land Use Committee member Ted Allen were also involved in this planning. The board was very much in favor of this new development.
