The special illumination was reserved for Peace Officers' Day, an annual celebration first designated in 1962 by President John F. Kennedy. The commemoration takes place in the midst of Police Week, which attracts thousands of police from across the country to the capital. The week-long series of events includes memorial services and a candlelight vigil, a 5 km run, a conference for families of deceased officers and a guard of honor competition, among other events.

Trump had previously commissioned blue lighting for Police Remembrance Day in 2017, a month after marking World Autism Awareness Day with a blue light from the White House.

President Barack Obama, who famous rainbow Lights Across the White House to Celebrate the Supreme Court's Decision That Legalized Gay Marriage in 2015, Rejected a Request from the Foundation of the Federal Law Association Association (Association of Federal Police Officers) to Light the White House at the blue light the following year to commemorate the victims of a shooting in Dallas that targeted white policemen. Obama ordered instead that the flags be flown to half-staff.

Micah Xavier Johnson, an army veteran, killed five officers in the incident, injuring nine officers and two civilians, before being killed by a police robot.
