Samsung normally takes two weeks to put a device on the market after it's detected. Thus, the launch of Galaxy Note 9 on August 24 is logical because it corresponds to this period.
The report states that Samsung has informed telecom operators in Seoul that it will launch the phone in the country on August 24. It will also be the date on which the company will launch the Galaxy Note 9 in other markets, because Seoul is still on the list of markets that receive the new Samsung flagship phones at the beginning.
Seoul carriers can receive pre-orders on the Galaxy Note 9 for 10 days after the unveiling of the phone before its final release on August 24. If this is the case, the Galaxy Note 9 will arrive two weeks ago compared to the Galaxy Note 8 launched last September 15th.
Samsung has not confirmed anything about the Galaxy Note 9 launch date yet and it is unlikely that it will say anything before August 9th.
