Tthe most powerful Pokémon of Let's go, Pikachu! and Let's go, Eevee! are the three legendary birds. One of these legendary birds is the ice / flight type Articuno that you can find shortly after reaching the city of Fuchsia.
In the town of Fuchsia, a man will teach your Pokémon partner the secret technique of the sea, which allows you to travel in the waters. You will also want to travel just south of Fuchsia City, where you will find Team Rocket. After an interaction with them, you will receive the Golden Teeth, which you can report to the keeper of the Safari area of Fuchsia, who will thank you and then teach your partner the secret technique Strong Push, which can be used to spread a large rock.
Once you have both Sea Skim and Strong Push capabilities, use Sea Skim to surf the water south of Fuchsia. Continue swimming south until you eventually turn to the west. Go west for a while and you will eventually encounter a new land mass called the Seafoam Islands. Here you will have to go to an underground cavern to continue. You will find here many ice-type Pokémon that you have probably never encountered before, so go ahead and catch as many as you want. There are several floors in this cavern and, as a general rule, you will want to head down while pushing stones that can be pushed into holes with Strong Push. By throwing rocks into holes, they eventually throw them into the water, blocking the current and making the water calm enough for Sea Skim to continue. On the ground floor of the cave, there is such a strong current that can be blocked by rocks if you introduce all the correct rocks in all the appropriate holes. If these currents are too strong, try going back to previous floors and look for holes that you may have missed and not pushed inside. Once the water on this floor is calm, you will be able to skim Sea Sea, which will take you to Articuno.
You should probably save the game before interacting with Articuno, in case things do not go well. To interact with Articuno, just go for it and press the A button. This will prompt a short cutscene before your battle with the legendary bird begins. You will have to defeat Articuno in combat before you can catch him. Use powerful movements of Fire, Electric, Steel and Rock to defeat him. Rock movements are particularly damaging because they are very effective against Articuno Ice and Flying typing. Articuno is at level 50, so be prepared for a potentially tough fight. Once you have defeated Articuno, you will have the opportunity to take it as any other wild Pokémon. Articuno moves a lot around the screen and will always have a red ring, which means that it's hard to catch, no matter which berries you feed, so come with a ton of Ultra Balls ( at least 100, it's probably a safe amount).
