Instagram has not yet posted a comment about why they are having problems or about when the app will work again.

On their website, it is stated that there is currently no "known problem to report".

However, they advise you to restart the phone or tablet or reinstall your application if you have problems.

If you follow their advice, you will soon be able to reactivate your Instagram account.
