The dialog box appears only if you have enabled "Block only third-party cookies" in Microsoft Edge and have applied some language packs after you install the October 9, 2018 update.

  • Fixes a problem that may prevent an application with a child window from processing mouse entries. This problem occurs when a precision touchpad triggers a WM_MOUSEWHEEL event.

Update from the creators (build 15063.1418)

  • Discusses the redenomination of local currency that the Central Bank of Venezuela has implemented to bring Bolivar Soberano into circulation.
  • Resolves additional issues related to updated time zone information.

  • Fixes a problem that could cause system shutdown when shutting down some Windows Presentation Foundation (WPF) applications due to TaskCanceledException. Vulnerable applications to this problem perform tasks involving weak events or a data binding after the Application.Run () function returned values.
  • Addresses a race condition in the temporary files and some antivirus scanners that causes the .NET Framework applications to stop. The error message is "The process can not access the file ".

Birthday Update (build 14393.2580)

  • Discusses the redenomination of local currency that the Central Bank of Venezuela has implemented to bring Bolivar Soberano into circulation.
  • Resolves additional issues related to updated time zone information.
  • Fixes a problem for which no error message is displayed when a blocked application is called from the Start menu.
  • Fixes a problem in which the AccountName entry in the event log entry for the Microsoft-Windows-Kerberos-Key-Distribution-Center source and event ID 7 sometimes seems corrupted .
  • Resolves a cloud authentication performance issue for accounts that create logon sessions very quickly.
  • Resolves an issue that makes it impossible to disable TLS 1.0 and TLS 1.1 when the Federal Information Processing Standard (FIPS) mode is enabled.
  • Resolves an issue that maps multiple certificates for authentication to the same user. The user receives the message "Duplicates have been found" and the error message "STATUS_CERTIFICATE_MAPPING_NOT_UNIQUE".
  • Fixed application processing leakage problem when using client authentication certificates with TLS protocol. This problem occurs when the FreeCredentialsHandle call takes place before the DeleteSecurityContext call in the application code.
  • Fixes memory leak issues on svchost.exe (netsvcs and IP Helper Service).
  • Fixes a problem that exhausts storage space on a cluster-shared volume (CSV) because of a Hyper-V virtual hard disk (VHDX) expansion. As a result, a virtual machine can continue to write data to its disk until it is corrupted or stops working. The virtual machine can also restart, and then resume writing data until a corruption occurs.
  • Fixes a problem that causes the failure of the promotion of a read-only domain controller (RODC). This can happen if application partitions are defined, but the DNS name resolution has failed with the "Name" error. The errors are "When promoting the RODC, the expected objects were not found" and "More data is available" (error code 234).
  • Resolves the interoperability issues between Active Directory Federation Services (ADFS) Extranet Intelligent Locking (ESL) and the secondary connection ID. When the Other Connection ID option is enabled, calls to the AD FS Powershell, Get-AdfsAccountActivity, and Reset-AdfsAccountLockout cmdlets return "Account not found" errors. When Set-AdfsAccountActivity is called, a new entry is added instead of modifying an existing one.
  • Fixes a navigation problem in the Decade view of the Japanese calendar. When the user tries to move from the current era to the next one, the navigation does not work properly.
  • Resolves an issue that prevents Remote Desktop Services Gateway from running efficiently in a load-balanced scenario after 12 to 24 hours of uptime.
  • Resolves an issue that occurs when using multiple Windows Server 2016 Hyper-V clusters. The following event appears in the log:

    • "Cluster shared volume" CSVName "(" CSVName ") has entered a pause state due to" STATUS_USER_SESSION_DELETED (c0000203) ". / S will be temporarily put on hold until a path to volume is restored. "
  • Resolves an issue that can cause intermittent failure to create a cluster at a single node or to add multiple nodes to a cluster.

  • Fixes a problem that occurs when restarting a node after it is flushed. Event ID 5120 appears in the log with the message "STATUS_IO_TIMEOUT c00000b5". This can slow down or stop the input and output (I / O) of virtual machines, and sometimes the nodes may no longer belong to a cluster.
  • Fixed the problem of incorrectly loading the System.Security.Cryptography.Algorithms reference on the .NET Framework 4.7.1 after the July 10, 2018 and August 14, 2018 patches.
  • Updates .NET Framework support for formatting Japanese dates for the first year of the eras. When the format template is "y", the year format will use the 元 symbol and not the year number 1. In addition, the .NET Framework will support dates that include.
  • Updates currency information in Venezuela. This will affect the culture of "es-VE" as follows:

    • The currency symbol is "Bs.S".
    • The name of the English currency is "Bolívar Soberano".
    • The name of the local currency is "bolívar soberano".
    • The international currency code is "VES".
  • Fixes a problem that may cause the occasional failure to add nodes after creating a single node in a Windows Server 2016 cluster. The error code is "0x0000001e".

  • Fixes a problem that may prevent an application with a child window from processing mouse entries. This problem occurs when a precision touchpad triggers a WM_MOUSEWHEEL event.

It should be noted that the creators Update and Anniversary Update are no longer supported by most consumers. Only Windows 10 Enterprise and Windows 10 Education Editions running these updates will receive the cumulative versions of today.
