Generally, when you plug an iPhone with a cable, the screen turns on when it starts charging with the battery indicator visible on the lock screen.

It is not clear whether there is a hardware or software problem. This certainly does not seem to affect all iPhone XS models. This could be a hardware problem related to a particular batch or an intermittent firmware problem. The people affected by the problem indicate that the iPhone works normally with wireless chargers.
Some people said that USB-restricted mode was the cause. However, the security measures imposed by the restricted USB mode must not affect the simple charging bricks. We will have to wait until Apple clarifies what is happening here.
