It is missing neither the iPhone 5S, the iPhone 6, the iPhone 6 Plus, the iPad Air , the iPad Mini 2, the iPad Mini 3, the iPad Mini 4 and the iPod Touch 6th Generation.

Apple does not specify it, but the answer seems to be the performance. FaceTime group video calls are processor-intensive and no devices equipped with an A8 chipset or earlier are compatible.
