As noted, there is no single "best horse" in the game. There are only strong races that are much better than the standard breeds you encounter early. Expressing about the different types: the Arabian, Turkoman and Missouri Fox Trotter breeds stand out as the most complete and the most performant. Do not forget that the statistics below reflect the horse when you find it and not in its optimal state.

Arab

Arabian horses have some of the best statistics in general. There are three types of coats in total, each with its own statistics: white, black and pink gray.

Arab-Maned White

The Arabian bald can only be found in the wild, allowing to find it relatively early. This snow-white beauty wanders on the shores of Isabella Lake. It is quite difficult to tame, so you will have to persist and calm it sufficiently before you can approach it.

Turkmen

Turkoman horses compensate for their weak acceleration with solid speed, average handling and high health pool. As a cross between race and war breeds, they are very useful for riders looking for a reliable steed who can withstand the damage without sacrificing speed.
