Los Angeles’ battle against the Delta variant of the coronavirus is becoming increasingly aggressive.
This week, city and county leaders will consider vaccination warrants for many public places.
Here’s a breakdown of what officials do:
City of Los Angeles
Vaccination mandate
City council is considering a sweeping proposal to require proof of COVID-19 inoculation as a condition of entry into a multitude of indoor public spaces.
Movement, by City Council Chairman Nury Martinez and City Councilor Mitch O’Farrell, would require eligible people to demonstrate that they have received at least one dose of vaccination to visit indoor locations such as restaurants, bars, shops retail, gyms, spas, cinemas, stadiums and concert halls.
The board is due to consider the proposal on Wednesday.
But it’s unclear how quickly a vaccine verification warrant could go into effect. If the council approves, City Atty. Mike Feuer is still expected to draft an ordinance codifying the requirement, which would return to council for approval.
It also remains to be seen how such a mandate could reasonably be enforced in a city the size of Los Angeles – a city that has often failed to adhere to the stated rules.
Employee mandate
Los Angeles will require city workers to provide proof of COVID-19 vaccination or have weekly tests to show they have tested negative.
Many details of the plan still need to be worked out, but city departments will be responsible for collecting and reporting information about their employees’ immunizations.
LA could potentially force COVID-19 vaccinations on city workers without offering testing as an alternative; Mayor Eric Garcetti and council will pursue a vaccine tenure once the Food and Drug Administration gives full approval, the mayor said in a statement.
Los Angeles County
Vaccination mandate
The Los Angeles County Board of Supervisors will consider drafting a proposal that would require proof of vaccination to enter certain indoor public spaces.
Supervisor Janice Hahn created a motion asking staff and lawyers to write a report in two weeks on what county policy might look like.
“To prevent future outbreaks and new variants from circulating, especially as fall and winter approach, we need to determine if additional measures are needed, such as vaccine requirements for certain settings. “Hahn said in his motion.
Hahn asked the report to consider whether a warrant should require a full dose or vaccination, and whether the policy should apply to all indoor public spaces or to certain non-essential businesses and events. For example, “Should grocery stores be exempt?” Hahn wrote in his motion.
The report would also include a recommendation on the process for people to prove their immunization status and how companies can verify this status using existing digital or paper records.
Any ordinance approved by the Supervisory Board would apply only to unincorporated areas. But if the LA County Public Health Department issued a health order requiring proof of vaccination to be required for certain indoor locations, it would apply to the entire county.
Employee mandate
Hilda Solis, chair of the Los Angeles County Board of Supervisors, issued an executive order last week requiring the county’s 110,000 employees to provide proof of COVID-19 vaccination by October 1.
Solis said the October 1 deadline for proof of vaccination was designed to give employees “the time they need to consult with their health care providers” while “acting quickly to protect health and safety” of all workers in the county.
The mandate applies to all county departments. Solis said exemptions would be granted for medical and religious reasons.
The order goes beyond warrants elsewhere in the country – including the city of Los Angeles and the state of California – that government employees get vaccinated or agree to have regular tests. The Solis order does not offer any testing options.
